And on the front lines of this recovery, significant progress is being made with debris removal. We want to share some vital updates that will directly impact many in our community:

Federal Government Expands Fire Debris Removal Program: A Game-Changer for the Palisades

In a significant development that promises to ease the burden of recovery for many in the Pacific Palisades, the Federal Emergency Management Agency (FEMA) has approved California’s request to expand the scope of the wildfire debris removal program. This crucial decision opens the door for crucial assistance to a wider range of property owners, potentially streamlining the cleanup process and accelerating our community's return to normalcy.

What This Means for You:

  • Expanded Eligibility: The debris removal program now includes owner-occupied condominiums, multi-family units, and certain commercial properties. This is a substantial expansion, offering much-needed support to those who were previously facing significant hurdles in the cleanup process.

  • Extended Deadline for Right of Entry Forms: Recognizing the importance of allowing newly eligible property owners ample time to apply, the deadline to submit Right of Entry (ROE) Forms has been extended to April 15th, 2025. If you believe you may now be eligible under these expanded criteria, it is crucial to submit your ROE form by this date.

This swift and decisive action by FEMA, following the strong advocacy of Governor Newsom and the dedicated efforts of the California Governor’s Office of Emergency Services (Cal OES), underscores the commitment at the highest levels to support the rapid and comprehensive recovery of Los Angeles. As Governor Newsom so aptly stated, "Together, we are going to rebuild Los Angeles in record time while supporting all those who have been impacted."

Understanding the Details of Expanded Eligibility:

  • For Multi-Family Properties: If you are an owner of a destroyed unit in an owner-occupied condominium or duplex, it is essential that each individual owner submits their own ROE form, in addition to the homeowner’s association submitting one for the building as a whole. This collective approach ensures that the county, state, and FEMA can accurately assess the property's eligibility for the program.

  • For Commercial Properties: While the responsibility for debris removal from private commercial properties typically rests with the owners, FEMA will now conduct case-by-case reviews for these properties, including multi-family rental properties. The determination of eligibility will hinge on several critical factors:

    • The presence of an immediate threat to public health and safety due to the debris.

    • Significant barriers preventing the commercial entity from safely and effectively completing debris removal independently.

    • The status and extent of insurance coverage for debris removal.

    • The potential economic impact of the debris removal burden on the commercial entity and the broader Pacific Palisades community.

Your Crucial Next Steps:

  • Act Now: Submit Your ROE Form by April 15th: To ensure you don't miss out on potential assistance, all property owners impacted by the fires should submit an ROE form by the extended deadline of April 15th, 2025, regardless of whether you intend to participate in the federal program or prefer to handle debris removal privately. Submitting the form allows you to formally register your decision. You can find the ROE form online or obtain it in person at a Disaster Recovery Center.

  • Understanding the Cost-Free Benefit: It's important to remember that there is no upfront cost to homeowners for debris removal conducted by the U.S. Army Corps of Engineers (USACE) through this federally funded program. However, FEMA regulations prevent the duplication of other funding sources specifically designated for debris removal. Therefore, if you have insurance coverage for debris removal, any remaining funds after your own cleanup efforts may need to be coordinated through the county to offset the federal program's expenses.

The expansion of the FEMA debris removal program is a significant victory for the Pacific Palisades, offering a vital lifeline to a wider segment of our community as we navigate the challenging path to recovery. Spiegel Wellman Contractors stands ready to be a dedicated partner in this process, offering our combined expertise to help our neighbors understand these crucial regulations and execute efficient, thorough, and compassionate debris removal services.

We embark on this new chapter as Spiegel Wellman Contractors with renewed energy and an unwavering commitment to the revitalization of the Pacific Palisades. Together, with collaboration and quality at the heart of everything we do, we will rebuild our hometown, stronger and more resilient than ever before.
